Service Charter
MOBILITY CHARTER FOR THE PUBLIC PASSENGER TRANSPORT IN EASTERN VENETO
The Mobility Charter is a general information document prepared in implementation of the Prime Minister’s Directive 27 January 1994, of the Law 11 July 1995, no. 273 and of the Prime Minister’s Decree 30 December 1998.
The subject of the public service quality is governed by the following provisions:
Art. 16 of the Constitution of the Italian Republic states that “every citizen can move and reside freely in any part of the national territory…” … “Every citizen is free to leave the territory of the republic and return to it...”
• Art. 8  of the Maastricht Treaty: “every EU citizen has the right to move and reside freely throughout the European Union...”
• Prime Minister’s Directive 27 January 1994 concerning “Principles on the delivery of Public Services”;
• Art. 2 of the Decree-Law 12 May 1995, no. 163 converted into law 11 July 1995, no. 273 concerning “Urgent Measures for the simplification of the administrative proceedings and the improvement of the efficiency of Public Administrations”;
• Prime Ministers’ Decree-Law 19 May 1995 that identifies the public service sectors for the issue of the overall reference patterns;
• Prime Minister Decree-Law 30 January 1997;
• Prime Minister Decree-Law 30 December 1998 concerning “Overall Reference Pattern for the provision of the Public Service Charter referred to the transport sector”;

The right to mobility is also guaranteed through measures that facilitate, wherever possible, the freedom to choose among different modal solutions.
The Mobility Charter is an Offer Document with which ATVO assumes precise commitments and duties towards the users.
ATVO S.p.A. is a join-stock company with the purpose of providing passenger public transport services; there are among its members the Metroplitan City of Venice and twenty-one Municipalities in the Estern Veneto area; the Company operates in the sector of the scheduled extra-urban and urban line services, of the school and authorized services, atypical services on commission, coach hire service with driver, commercial and Granturismo transfers, as well as in the parking lot management.

ATVO S.p.A. is registered with the Chamber of Commerce of Venice and with the Register of the authorized companies for car repair in the sectors mechanics, bodywork, electrician and tyre specialist.
The location of the fixed structures mostly involves the areas of San Donà di Piave, Jesolo and Portogruaro; however, there are Company’s ticket offices located also in other towns in Veneto.  
 
In 2000 the Company obtained the certification of the management system for quality in compliance with the standard UNI EN ISO 9002:1994 by ANCIS – National Association for the Certification of Service Companies; in June 2002 the changeover to Management System for Quality in compliance with the standard UNI EN ISO 9001:2000 and the consequent certification were successfully implemented and obtained.
In 2003 the Environmental Management System in compliance with the Standard UNI EN ISO 14001:1996 was implemented and the relevant certification by ANCIS obtained; In July 2005 the changeover to the Environmental Management System in compliance with the new reference standard UNI EN ISO 14001:2004 was implemented and the consequent certification achieved.
In 2008 all the changes required for the alignment to the Management System for Quality in compliance with standard UNI EN ISO 9001:2008 were defined, planned and implemented and in February 2009 an audit for the review of the Quality System was carried out by ANCIS, with reference to the above mentioned standard, with issue in April 2009 of the certificate of conformity.
In 2010 and 2011 the elements common to the various organizational systems have progressively been improved in order to reach their integrated management; in December 2011 a single reference textbook was designed, concerning the management systems for Quality as well as environmental. In July 2012 the above mentioned textbook was reviewed to become the reference document for the management systems for quality (SGQ), for the environmental management (SGA) and for the management of safety and health at work (SGSSL).
In January 2013 the certification UNI EN 13816:2002 was achieved, for the service indicators regarding the bus lines connecting Venice and Treviso Airports, expanded in the following years to the lines 2, 19, 23, 35 and 351.
In June 2013 a certificate of the management system for safety and health at work in compliance with standard BS OHSAS 18001:2007 and a renewal of the certificate of the Quality System in compliance with the standard UNI EN ISO 9001:2008 were issued by ANCIS, as well as of the environmental management system in compliance with UNI EN ISO 14001:2004; in later times the continual improvement of processes and the confirmation of the certifications were ensured.
In March 2018 a certification audit was carried out by ANCIS, with a positive outcome, concerning the management system according to the requirements of standards UNI EN ISO 9001:2015 and UNI EN ISO 14001:2015, as well as the audit to confirm the certification BS OHSAS 18001:2007.
In April 2020 the certification of the management system according to the requirements of standard UNI ISO 45001:2018, substitute for standard BS OHSAS 18001:2007, was achieved.
In September of the same year 2020 the certification in compliance with the requirements of standard UNI ISO 39001:2016 concerning the raod traffic safety (RTS) was achieved as well.
 In the first months of 2021 several initiatives were activated for the gradual adaptation to the integrated management system according to the requirements of following standards: ISO/IEC 27001:2013 “Information technology – Security techniques – Information security management”, UNI CEI EN ISO/IEC 27002:2017 “Computer technologies – Security Techniques – Code of practice for the information security management” and UNI ISO 37001:2016 “Management systems for the corruption prevention”.
In April 2022 ANCIS carried out the integrated audit of triennal review with confirmation of the compliance certifications of the management systems according to the requirements of standards: ISO 9001:2015, ISO 14001:2015, ISO 45001:2018, ISO 39001:2016 and of standard EN 13816:2002.
